I need a little help figuring out how to mount a cam lock onto a stainless steel 1" rail.  It is part of my anchor system on my pontoon boat.  Has anyone done this?

I'm looking at a cam cleat like this: http://www.harken.com/productdetail.aspx?id=5735&taxid=390

Has anyone figured out how to secure this to the rail?
